1. Pursuant to ref, Econoff and Embassy made inquiries into
locating Mr. Mohamed Ali Abbas, a representative of the Royal
Malaysian Air Force (RMAF). After much research, Econoff
located Mr. Mohamed, who was seconded to the Airod Sendirian
Berhad defense procurement firm. Mr. Mohamed confirmed that
he had signed the DSP-83 Nontransfer and Use Certificate, and
fully understood its meaning and implications. He said that
the purchase as detailed in ref was correct, and that the
equipment listed -- miscellaneous spare parts for T56 engine
with the C-130 aircraft -- were what the RMAF ordered. Mr.
Mohamed was familiar with the U.S. seller, Dynatech
International Corporation, and said that the parts were not
for overseas re-sale or transfer.
2) Mr. Mohamed was not sure, however, if the parts had
actually arrived in Malaysia. Although he was willing to
swear that the parts are for RMAF use only, he could not
confirm if RMAF had possession of the parts. For the record,
his local office phone number is 03-7846-5112. In post's
assessment, Mr. Mohamed sounded familiar with the order, and
the fact that he could not confirm whether RMAF had taken
delivery of the parts is, unfortunately, not unusual for RMAF
nor the Malaysian military. We hope this cable is of
assistance.
