FIRE IN LETTER TO SRSG ALAN DOSS


1. (SBU) Post received a scanned copy of November 3 letter from
CNDP Chairman Laurent Nkunda to MONUC SRSG Alan Doss, in which the
CNDP states that, unless certain conditions are met, it might end
its unilateral cease-fire. These conditions are: GDRC commitment
to the cease-fire; an end to FDLR harassment of CNDP; the lifting of
roadblocks on major roads; the release "of persons detained because
of their ethnicity or political opinions;" and "the cessation of
hate-spreading broadcasts on state-owned or state-controlled media."

Subject: Unilateral ceasefire in danger

Your Excellency,

Let me begin by thanking you most sincerely for the arrival this
very day of the first humanitarian convoy to go safely through the
corridor that was opened after the declaration of a unilateral
ceasefire by the CNDP on October 29.

Secondly, with regard to our telephone conversation of last Sunday,
November 2, 2008, I would like to confirm that the current
unilateral ceasefire was decreed by the CNDP for strictly
humanitarian reasons, primarily to enable displaced persons to
return home and for NGOs to have access to them. In this regard, it
is subject to the following conditions:


1. The public commitment of the Government to implement its own
cease-fire with all the consequences that this implies on the
ground.


2. The cessation of harassment of CNDP positions by the FDLR /
PARECO and MAI MAI who, each time after their crimes, retreat to the
lines of the FARDC.


3. The communication to CNDP, through MONUC, of the official
government position with regard to direct negotiations with our
movement.


4. The lifting of roadblocks on major roads, which prevent
displaced persons to return safely to their respective homes.


5. The release of persons detained because of their ethnicity or
political opinions, especially the CNDP representative in Kinshasa,
Professor Dieudonn KALINDYE.


6. The cessation of hate-spreading broadcasts on state-owned or
state-controlled media.

In addition, it is essential that MONUC understand this: the FARDC,
their FDLR/PARECO-MAI MAI auxiliaries and unidentified camouflaged
forces in FARDC uniform made a grand return in the city of Goma
after having committed unspeakable crimes there and on the frontline
of the Goma-Rutshuru axis. This return is in complete opposition
with a requirement that we made in declaring the ceasefire
unilaterally, for the simple reason that it reinstates a

face-to-face between the belligerents. Since MONUC was unable to
impose this requirement, it must acknowledge that the ceasefire is
already in jeopardy.

I would add that as proof of the importance it attaches to the
subject in question, the CNDP is waiting urgently for MONUC to
respond quickly to the present.
