Security Situation in Goma
--------------
2. (SBU) USAID officer TDY in Goma/Gisenyi reported that banks in
Goma have now reopened, a sign of normalization. All bank cash had
reportedly been transferred to Kinshasa on October 29 to avoid
seizure by the CNDP. NGO contacts reported that Nyanzale had fallen
to the CNDP and that IDP's and residents are on the move.
3. (U) A Kinshasa-based journalist for Bloomberg released a story
today in which he reported that the CNDP threatened to topple the
government, if the GDRC did not agree to direct talks. The story
quoted Bertrand Bisimwa, spokesperson for the CNDP, warning that the
crisis risks deteriorating if there are no talks, and that the CNDP
could mobilize the population against the government.
Humanitarian Developments

4. (SBU) USAID officer in Goma/Gisenyi reported that the UN aid
convoy scheduled to travel to Rutshuru today did reach the area
successfully. However, press reporting noted that the convoy found
IDP camps, which previously had tens of thousands of occupants,
deserted. An OCHA field officer said that humanitarian workers were
trying to determine whether the camps occupants' were expelled, or
had fled. Some may have sought out safer areas, or returned home.
5. (SBU) A UNICEF situation report dated October 31-November 1
estimated that up to 100,000 people have been displaced in the
previous six days; around 250,000 people have been displaced since
late August; over 1,000,000 people are now displaced in North Kivu
all together, which is 20 percent of the overall population.
6. (SBU) A three-day UN inter-agency assessment mission to Rutshuru
was to begin today. USAID OFDA officer in Goma reported that its
purpose is to ascertain the needs and whereabouts of IDP's who have
fled or were forced out of camps.
