SUBJECT: Ambassador Bill Swing, U.S. candidate for
Director General of IOM, to attend AU summit

1. Per ref (A),Charge d'Affaires spoke with Foreign Ministers
Antipas Mbusa on January 25. Mbusa, in an ebullient mood following
the successful outcome of the Kivus Conference in Goma, was clearly
excited about supporting U.S.-backed candidate William Swing to
become director general of the IOM. Mbusa said: "We should be
among the first to announce our support for Swing, first of all, of
course, because he is Congolese," invoking Swing's strong ties to
the DRC as former U.S. ambassador and the UN Secretary General's
Special Representative.
2. Mbusa also indicated that he was willing to campaign for Swing
with other African nations. He could not, however, confirm he will
be in Addis for the AU summit as the GDRC has not yet designated its
delegation to that meeting (ref b).
