1. PolOff delivered reftel demarche July 9 to Ambassador Oscar
Matondo of the International Organizations Office of the Ministry of
Foreign Affairs. EconOff delivered demarche July 2 to the Minister
of Economy's office at the Ministry of Economy and Trade.
2. Matondo stated that the GDRC would consider the request to
support U.S. candidates in the Council of Administration and Postal
Operations Council. He also stated that the GDRC is in agreement
with the U.S. in opposing the expansion of the UPU Mission to
include trade and development and intends to vote against it. In
addition, he said Foreign Minister Mbusa plans to attend the
Congress in Geneva, pay GDRC's dues in arrears, and restore voting
rights to the DRC.
3. The Minister of Economy's office had no comment.
