SUBJECT: CNDP REACTS TO GROUP OF EXPERTS REPORT


1. CNDP spokesman Bertrand Bisimwa mass mailed a press statement as
an attachment to an e-mail dated December 14, 2008 with his
organization's reaction to the recently-released report by the UN
Group of Experts on alleged GOR and GDRC collaboration with armed
groups in North Kivu. Unofficial embassy translation follows.

Press Statement

The Movement's political directorate hereby communicates the
following for both national and international public opinion:

-- 1. During these last 48 hours the press has carried stories on a
report supposedly undertaken by a group of experts mandated by the
UN to examine events in the east of the DRC and which incriminates,
among others, the CNDP. The senior officials of the CNDP learned
with great astonishment, but also with great indignation, of the
fabrications contained in the report, particularly when it deals
with the collusion between CNDP and the Government of Rwanda, and
also regarding its involvement in the illegal exploitation of the
DRC's mineral resources.

-- 2. The CNDP reaffirms publicly that it does not owe its birth
and current operational capacities to anyone other than itself, to
its members, to its sympathizers, and very paradoxically, to Joseph
Kabila in person. The supreme commander of the FARDC is, in effect,
the great supplier of arms and supplies since the aborted process of
"Mixage", at the beginning of 2007 until today. His calamitous
governance has furnished us with the essential reasons for the
legitimacy of our struggle.

-- 3. Regarding Rwanda, the CNDP remains grateful to its
authorities who have given asylum on their soil to almost all our
Congolese Tutsi compatriots, whether they be refugees in camps run
by the UNHCR or simply en exile in the country of a thousand hills,
in the hope of returning to their native North Kivu. It would be
absurd to attribute to the Government of Rwanda the initiative that
young people return regularly to their homes in the Congo, attracted
by their irrepressible desire to help one day with the return of
their parents to the family home. The Government of Rwanda, at any
rate, is unable to prevent this movement, except to make its country
a cage from which no one can escape. Michel JOBERT (may his soul
rest in peace),the French minister of Foreign Affairs under
Pompidou, replied to journalists who were surprised by France's
"understanding" of Palestinians who wanted to return to Palestine at
all costs: "Trying to set foot again in one's homeland, is this
necessarily aggression?" In this case, the answer is in the
question.

-- 4. Regarding the illegal exploitation of mineral resources, the
CNDP observes that only two mines are found in the territory under
its control: BIBATAMA, which the Group of Experts says it (the
CNDP) exploits, but which in fact has been granted to a well-known
Tutsi. He exploits this site on the basis of a grant given to him
by the Government in Kinshasa but, moreover, this has to do with a
senator who has been totally bought by President KABILA and who has
no ties to the CNDP. The other industrial unit, SOMIKIVU, which
produces pyro-chlorine, belongs to a German group. Since it shut
down in 1996 it reopened only briefly in 2004 and, since that time
has not been in operation.

-- 5. The CNDP, therefore, categorically rejects that in the report
of UN experts which concerns it, who have emphasized more
salesmanship than professional research. These are purely political
motivations which, on the one hand, try to implicate Rwanda in order
to dishearten that country in the pursuit of its legitimate
pretensions to see the FDLR perpetrators of genocide definitively
neutralized and, on the other hand, to hide the defeat of the
leadership of Joseph KABILA, whose removal from office is a task
which the CNDP has given itself and which is just as legitimate.
