1. (U) The items contained in this report consist principally of
spot information from various sources. This report is not
exhaustive, nor can all the information contained therein be
confirmed at this time.
Security Situation
--------------
2. (SBU) The DART team reported that MONUC confirmed ongoing,
relative stability in North Kivu on December 10. However, MONUC
also noted force buildup of both FARDC and CNDP soldiers in areas
considered to be front lines near Rutshuru and Masisi. MONUC also
reported a general buildup of PARECO and FDLR forces. Humanitarian
agencies in the Goma area reported that the CNDP has increased
recruitment of young boys and girls in Rutshuru and Masisi.
Humanitarian Issues

3. (SBU) In a meeting between SRSG Alan Doss and humanitarian
organizations in Goma on December 6, Doss admitted that MONUC is
limited in its actions with respect to security issues, which the
FARDC has created. However, efforts are underway with the GDRC and
FARDC to address the issue, and MONUC has requested the removal of
several commanders.
4. (SBU) At a December 8 Humanitarian Coordination meeting in Goma,
humanitarian agencies highlighted that the CNDP is requesting that
any distributions in Rutshuru and Kiwanja must be general. The CNDP
reportedly does not want targeted distributions in its territory,
arguing that the entire population should be considered
beneficiaries. The humanitarian community, however, decided that it
would not change its practice of targeted distribution. OCHA
decided to engage with CNDP leaders on this issue in the near
future.
5. (SBU) Humanitarian agencies also noted that the number of
spontaneous IDP camps in Goma has increased drastically from seven
in early November to 29 as of December 9, with some IDPs living in
very poor sanitary conditions, amidst some cases of suspected
cholera. OCHA estimates that approximately 2,500 IDP families
remain in Goma.
