1.(C) Per reftel, PolOffs met privately with the Jamaican
Ministry of Foreign Affairs and Foreign Trade (MFAFT)'s
Director for Bilateral Relations, Courtenay Rattray, and
Deputy Director Shorna-Kay Richards, on the afternoon August
27 to discuss Serbia's proposal to refer the question of the
lawfulness of Kosovo's declaration of independence to the
International Court of Justice for an advisory opinion.
2.(C) In response, Rattray said he was aware of the Serbian
proposal, but was not yet in a position to delineate the
Government of Jamaica (GoJ)'s position; he would have to
confer with the MFAFT's Director for International
Organizations and with the MFAFT's Chief Legal Counsel. He
then noted that it would be helpful to the GoJ if the U.S.
would provide its position in hard-copy as a non-paper or
aide memoire; PolOff said Embassy would convey this request
to Department.
3.(C) Post will report any further information which becomes
available.
