(C) DCM Sim delivered reftel demarche to Justice Minister
Tharcisse Karugarama on December 18. He expressed
considerable surprise upon hearing of the activities of
Prosecutor Jean Bosco Mutangana in the United States. The
Minister said he would tell Prosecutor General Martin Ngoga
to instruct Mutangana to desist from any law enforcement
activities. Karugarama added that from the GOR perspective,
law enforcement activities in the US were the purview of US
law enforcement agencies, and any actions by Rwandan
officials in the U.S. should be properly coordinated with
those agencies.
