Kosovo and Non-Proliferation to the Americas division chief
Augustin Rutikara on October 3. Rutikara expressed support
for the non-proliferation draft resolution (ref C). He noted
Rwanda's obligation to enforce all Security Council
resolutions, including the resolution on Iran's nuclear
ambitions, while also pointing out Rwanda's very limited
ability to affect Iran's financial, travel or technology
transfer networks. He pledged his close study of demarche
points on Serbia's request for an ICJ opinion on Kosovo's
independence, commenting that Rwanda would normally consult
the Africa Group in determining its response.
