1. (SBU) Poloff delivered reftel demarche on the Nuclear
Non-Proliferation Treaty (NPT) Preparatory Committee meeting
to Ben Rutsinga, Director for International Organizations in
the Rwandan Ministry of Foreign Affairs, on May 2. Rutsinga
expressed his government's continuing support for the NPT and
for the areas of USG engagement outlined in demarche talking
points, and said he would share them with the Rwandan
delegation in Geneva.
2. (SBU) Rutsinga also stated it was likely that an African
nation besides Zimbabwe would put forward a nominee to chair
the 2009 NPT Preparatory Committee, but implied that Rwanda
would not (reftel B).
