On May 22, Emboff detailed the U.S. request for support of
its positions at the upcoming meeting in Montreal of the
International Civil Aviation Organization's (ICAO) Aviation
Security Panel of Experts to the Ministry of Culture, Tourism
and Civil Aviation, the Ministry of Finance, the Ministry of
Foreign Affairs and the Director General of the Civil
Aviation Authority of Nepal. As instructed in reftel, Emboff
requested support for all U.S. positions with special
attention to the three Panel Working Papers submitted by the
U.S., the U.S. position on Reconstitution of the Aviation
Security Panel of Experts as the Aviation Security Commission
and U.S. support for the ICAO Secretariat's paper on
Transparency of ICAO Aviation Security Audit Results:
Universal Security Audit Programme (USAP). Mr. Yagya Gautam,
Director General of the Civil Aviation Authority of Nepal,
told Emboff that Nepal was not sending a representative to
the meeting but would consider sending a letter to the ICAO
in support of the U.S. positions.
