On November 5 and 6, Post delivered advance copies of Nepal's
Millennium Challenge Corporation (MCC) Fiscal Year 2009
(FY09) scorecard to Government of Nepal officials working on
foreign assistance and in policy areas measured by the
indicators. On November 5, Emboff and USAID Program
Economist met with the Secretary for the Ministry of Finance
(MOF),Rameshore Prasad Khanal, Krishna Gyawali, Chief of the
Foreign Aid Coordination Division, and Under Secretary Lal
Shankar. On November 6, Emboff and USAID Program Economist
met with Dr. Yosobardha Pradhan, Chief of Policy Planning and
Foreign Aid Coordination Division at the Ministry of Health
and with Under Secretary Mukanda Khanal and Section Officer
Indra Neupane at the Ministry of Education. Emboff explained
the MCC scorecard and noted that Nepal would not be eligable
for funding in FYO9. Officials at the MOF questioned the
validity of some of scores and the data used, but all of the
GON officials expressed an interest in pursuing future
cooperation with the MCC.
