1. (C) The Karachi Emergency Action Committee met on
09/30/2008 to discuss the ramifications to Post security of
the threat information connected with the anticipated visit
of SecState to Pakistan. Consul General Kay Anske chaired
the meeting. In attendance were RSO, RAO, MGT, CON, OBO and
MSG.
2. (S/NF) RSO expressed his assessment that the local
security forces, while truly determined to provide improved
security to diplomatic facilities, lacked the training,
command-structure and equipment to be effective. After
discussion, the EAC decided on the following actions to
mitigate the threat:
a. Employees will be sent home early today, with the Eid
holiday given as the reason, and the Consulate General will
be closed, as planned, 10/01 - 10/05.
b. For the week of 10/6 - 10/10 the time window for the
morning shuttle will shift from 0600 - 1000 to 1000 - 1300.
Local staff will be encouraged to come to work late or, for
Facilities Maint. staff, to report directly to work locations
in the residential areas.
c. As always, all transportation requests must be approved in
advance by the RSO.
