1. (SBU) Karachi's Emergency Action Committee met on
08/26/2008 to discuss the ramifications of the attack that
morning on a U.S. diplomat in Peshawar. The discussion
covered a review of Post's current security posture and
modifications that will be implemented. The CG reminded the
committee of the tactics used in past attacks in Karachi and
drew parallels to this latest attack.
2. (C) The following was decided:
a. Currently all movements of American personnel is by FAV
and each must be approved in advance by the RSO. This policy
will remain in effect. Surveillance Detection will continue
advance monitoring of shuttle routes. All currently approved
movements will be reconsidered in light of today's attack.
b. The Consul General's trip to Hyderabad scheduled for
08/27/2008 is canceled.
c. Events planned for this weekend at the CGR and American
Club are not canceled.
d. The CG's protective detail will always use a FAV as the
follow car. Only pre-approved drivers will be allowed to
drive the limo and follow car in the detail.
3. (C) After being informed of the Peshawar attack the RSO
requested and received additional police officers and
vehicles for the CG's movement from her residence to the
Consulate. The RSO met with the CG's bodyguards and briefed
them on the attack.
