13 Arrests in Jenin Governorate

1. (SBU) The IDF arrested at least 13 Palestinians in Jenin
Governorate towns December 12-13, according to PA National
Security Forces (NSF) and District Coordinating Office (DCO)
contacts. The IDF arrested 10 youths in Zabuba (Area B,
northwest of Jenin),and three others in multiple incursions
in Jenin (Area A),Jenin Refugee Camp (Area A/B),Yamun (Area
A, west of Jenin),and Kufr Ra'i, 'Araba, Fahma, and al-Rama
(all Area A, southwest of Jenin). According to DCO contacts,
the IDF also established flying checkpoints on Area A roads
between 'Araba and Fahma on December 13.

Increase in Jenin Area A Incursions

2. (C) In November, there were 64 IDF incursions into Area A
in the Jenin Governorate, up from 57 in October, and near the
trend of 67 incursions/month average from July to September.
The IDF arrested 16 Palestinians in 11 arrest raids during
these incursions in November, compared to 13 arrests in 11
raids in October. (Note: The above figures, derived from
comparison of primarily Palestinian sources, measure separate
incursions in Area A in Jenin Governorate only. NSF Commander
MG Thiab Mustafa Ali (Abu al-Fatah) (please protect) provided
a figure of 92 Jenin incursions for November, but this tally
includes Area B raids and counts entries into multiple
villages during the same IDF operation as multiple
incursions. End note).
