PRENOTIFICATION -- INDONESIAN RESPONSE

1. (C) On May 13, poloff discussed the proposed listing of
three individuals under UNSCR 1267 (reftel) with Aris
Munandar, Deputy Director for Terrorism at the Department of
Foreign Affairs (DEPLU). Poloff provided information on the
three individuals and USG intention to designate them under
U.S. domestic and UNSCR 1267 terrorism financing authorities.
Poloff urged the GOI to support these designations and take
needed action.
2. (C) Responding, Munandar said the Indonesian government
respected the right of the USG to bring any names to the
attention of the UN 1267 Committee. The GOI, however, also
considered the "humanitarian" aspect of the listings.
Indonesia regarded the current listing process as flawed,
since the targeted organizations and individuals were not
given due process or served warning before their assets were
frozen. Indonesia also would not enforce UN 1267 sanctions
until the listing and appeal process was improved. Indonesia
was working with other countries, including the United
States, to this end, he said.
3. (C) Poloff stressed the United States would not be
recommending that these three individuals be added to the UN
1267 list without solid proof of their illegal activities.
Munandar said the GOI understood this, but must review the
entire situation before making a formal decision on the
recommendations. However, Munandar stressed, the GOI would
not oppose the U.S. recommendation to designate the three
individuals.
