1. (C) On May 7, DepPol/C conveyed points in reftel to an
official in the Directorate for Human Rights, Department of
Foreign Affairs. The official agreed that the UN Human
Rights Council (HRC) could be more effective if more strong
democracies were to win seats on the HRC, and pledged to
convey our point on this to senior officials.
2. (C) This official also confirmed that the GOI is
supporting East Timor's candidacy for membership on the HRC.
