1. (C) SUMMARY: Mission reviewed points with the GOI
regarding the implementation of UNSCR 1803 and attendant Iran
sanctions (reftels). Indonesian officials stated that,
although Indonesia had abstained on UNSCR 1803, Indonesia
would fully implement its provisions. END SUMMARY.
2. (C) Regional Security Unit Chief and Deputy Economic
Counselor met Carolina Tinangon and Aris Munandar of the
Office of Disarmament and International Security at the
Department of Foreign Affairs (DEPLU) on March 24 to review
ref a and ref b points. RSU Chief noted that while Indonesia
had abstained on UNSCR 1803, Indonesia would nevertheless be
expected by the international community to implement its
provisions fully.
3. (C) Conveying USG points in ref a, he emphasized that
states were prohibited from transferring dual-use items to
Iran, that UNSCR 1803 allowed only a narrow range of
technology to be provided to Iran and that states must notify
the UNSC Iran Sanctions Committee before transferring any
exempted items to Iran. He also noted that, because of
Iran's poor record of compliance, states should be very
circumspect in providing to Iran any items that were
controlled by the Nuclear Suppliers Group (NSG). He noted
that the United States did not permit the export of any items
to Iran that could contribute to Iran's nuclear program.
4. (C) DepEconCouns presented the demarche points in reftel
b, mentioning that visiting Treasury Assistant Secretary for
Counter-Terrorism Financing O'Brien could review the matter
further with GOI officials and central bankers during his
visit to Jakarta, April 2-3. Munandar urged that O'Brien
also raise the Iran points with Bank Indonesia, which had
supervisory authority over the banking sector.
5. (C) Tinangon said Indonesia would, without question,
implement the provisions of UNSCR 1803, as required by
Article 25 of the UN Charter. Munandar said DEPLU was
convening a meeting of GOI "stakeholders" in the Iran
sanctions process on March 26 and would discuss the USG
points during that meeting. DEPLU hoped to be able to relay
some of the conclusions of that discussion in the planned
meeting with visiting Treasury Assistant Secretary O'Brien on
April 3.
