1. (C) SUMMARY: Mission reviewed Ref A points regarding UN
Special Envoy Gambari's visit to Burma with the Department of
Foreign Affairs (DEPLU). DEPLU contact told Pol/C that
Indonesia was already doing just that: President Yudhoyono
had sent a letter to Burmese regime leader Than Shwe urging
the regime to cooperate fully with Gambari and pressing the
regime to ensure that its referendum conforms to
international standards. END SUMMARY.
2. (C) Pol/C met March 6 with Gudadi Sasongko, Deputy
Director of DEPLU's East Asia Directorate. Pol/C reviewed
Ref A points: we appreciated the GOI's support for S/E
Gambari's visit to Burma and Foreign Minister Wirajuda's
public expressions of concern regarding the credibility of
the referendum process. The USG urged Indonesia to press the
regime to allow Gambari full access to political leaders,
especially Aung San Suu Kyi and ethnic minority leaders.
Failure to do so would constitute a failure to cooperate with
the UN good offices mission. It is vital that the regime
adhere to internationally accepted standards for its
referendum and its planned elections.
3. (C) Sasongko replied by noting that Indonesia was fully
on board with these points. In fact, President
Yudhoyono--continuing his correspondence with the regime--had
sent a letter earlier this week to Than Shwe, which was
transmitted via the Indonesian Embassy in Rangoon. In the
letter, Yudhoyono made three key points:
-- The regime must cooperate fully with Gambari's mission and
allow him access to key leaders of the opposition.
-- The upcoming referendum and the planned 2010 elections
must include the opposition and ethnic minority groups, and
they must meet international standards of legitimacy.
-- The letter reiterated Indonesia's invitation to Burmese PM
Thein Sein to visit Jakarta. (Note: The visit had been
scheduled for January, but was postponed. The reason given
at the time was the illness of former president Suharto.)
