1. (C) SUMMARY: Mission delivered reftel points to GOI
officials and urged Indonesia to recognize Kosovo. Indonesia
has not yet made a decision on Kosovo recognition but will
consider USG views as it considers the matter. END SUMMARY


2. (C) Poloff delivered reftel demarche to Cicilia
Rusdiharini, Deputy Director for American Affairs at the
Department of Foreign Affairs on December 4. Poloff noted
that 52 states have already recognized Kosovo and urged
Indonesia to do the same. Acknowledging Indonesian
sensitivities regarding separatist sentiment in Aceh and
Papua, poloff underscored that Kosovo was a special case.
Recognizing Kosovo independence did not set a precedent for
separatist movements in other parts of the world.


3. (C) Rusdiharini responded that Indonesia had not yet made
a decision regarding Kosovo recognition. She promised that
GOI officials would take note of USG views as they considered
the matter.
