1. (C) SUMMARY: GOI officials have proposed a new three-way
joint counternarcotics training exercise to be discussed at
the next Indonesia-U.S. Security Dialogue (IUSSD) in the
Spring of 2009. The exercise would involve PACOM/JIATF West,
the Indonesian National Police (Polri) and the Indonesian
Military (TNI). END SUMMARY.


2. (C) Indonesia wants to find a way for the U.S. military
to resume counternarcotics training with Indonesia. Bunyan
Saptomo, Director for North American Affairs at the
Department of Foreign Affairs (DEPLU),proposed this to the
DCM during a September 18 meeting. (Note: The GOI
previously halted all U.S. military training for the
Indonesian police. They requested that U.S. civilians
provide training for the police while the U.S. military could
provide training for the Indonesian military. See reftels.)


3. (C) Saptomo proposed a three-way training exercise
involving the U.S. military (PACOM),the Indonesian National
Police, and the Indonesian Military as a first step. (Note:
Please see paragraph 5 for the text of a nonpaper Saptomo
provided on the proposal.) He noted that FM Wirajuda already
raised this idea with the Secretary when they met on the
margins of the ASEAN Regional Forum in Singapore in July.
Saptomo proposed that the idea be discussed at the next
Indonesia-U.S. Security Dialogue, slated for the Spring 2009.



4. (C) The DCM reiterated the importance that the USG places
on security cooperation with Indonesia and said we looked
forward to discussing the proposal at the next IUSSD. (Note:
It is not clear whether there is a GOI interagency consensus
in support of the proposed exercise.)


5. (SBU) Begin text of nonpaper:

JOINT EXERCISE WITH USPACOM

Concerning the plan to carry out a joint exercise between the
United States Pacific Command (USPACOM) and the Indonesian
National Police (Polri),we propose to have a tripartite
Joint Exercise between USPACOM, the Indonesian National
Police (Polri),and the Indonesian Armed Forces, instead of a
joint exercise which only involves USPACOM and Polri.

This matter has been discussed between Minister for Foreign
Affairs Hassan Wirajuda and Secretary of State Condoleezza
Rice during ASEAN Ministerial Meeting in Singapore, July 2008.

Nevertheless, this matter should be included as one of
several issues to be discussed in the next IUSSD
(Indonesia-U.S. Security Dialogue) meeting, as a formal
dialog forum for cooperation on security and defense between
the two governments.
