1. (C) Reftel reported Indonesian Defense Minister Juwono
Sudarsono's undertaking to review the U.S. request to allow a
future counter-narcotics exercise with Indonesian police
forces to proceed, despite Sudarsono's earlier request that
such training by U.S. military forces cease.
2. (C) DefAtt contacted Sudarsono on July 8. Sudarsono
reaffirmed his earlier position that the GOI preferred that
U.S. civilian forces train Indonesian police, which were
regarded as a civilian force, and that U.S. military training
continue with the Indonesian military only. Sudarsono said
he understood that U.S. forces cross-trained police forces in
other countries but said that Indonesia preferred to keep
these relationships separate. Thus, no further
military-to-police training events were authorized in
Indonesia..
