1. (C) On June 4 Umar Hadi, Director for Public Diplomacy at
the Department of Foreign Affairs (DEPLU),told DepPol/C that
the GOI had still not decided whether it would send
participants to Asia-Pacific Democracy Partnership (APDP) and
Election Observation Meeting (EOM) in Mongolia in late June.
He reconfirmed that the prospects are highly unlikely (ref
B). He had raised this issue that same day with the foreign
minister, and said the foreign minister was unable to focus
on this issue due to other pressing matters.
2. (C) Per ref e-mail, Mission has identified the following
candidates outside of DEPLU to participate in the EOM:
-- Mr. Lukmansjah, Chief, Public Relations and Public
Participation Bureau, Indonesian Electoral Commission (KPU),
the official elections body. Lukmansjah told CDA on June 6
that he would like to participate as a monitor. Lukmansjah
has extensive experience monitoring Indonesian elections and
has been on one official visit to Mongolia. (Note: Hadi
indicated to DepPol/C that Deplu might not want the USG not
invite participants from the KPU because it is a GOI body,
but he was not certain.) DepPol/C informed Hadi that
Lukmansjah would like to participate, and Lukmansjah said he
would be in contact with Hadi to discuss his possible
participation.
-- Mr. Partono Samino, Senior Researcher, Center for
Electoral Reform (CETRO). CETRO is one of Indonesia's leading
election monitoring NGOs involved in monitoring since 2000.
Partono confirmed to Mission that he is willing to
participate in the EOM.
-- Mr. Johny Jeirry Wempie Sumampaw, National Coordinator,
People's Voters Education Network (JPPR),Indonesia's largest
election monitoring organization established in 1988.
Sumampaw has substantial experience monitoring local
elections. He confirmed to Mission that he is willing to
participate in the EOM. (Note: Sumampaw is an alternate in
case Lukmansjah cannot participate.)
3. (C) Mission looks forward to receiving confirmation that
these candidates are acceptable and will provide more
information regarding the candidates soonest, including
Lukmansjah's confirmation.
4. (C) Mission looks forward to the visit by Paul Lettow and
David Twining next week and are setting up appointments for
them to discuss APDP with GOI officials. Hadi confirmed he
will be at the same conference Lettow and Twining will attend
on Wednesday and Thursday, and looks forward to talking to
them at that venue. In addition, Mission has requested a
meeting with a foreign affairs advisor to President Yudhoyono.
