1. (U) In concert with Russian and Dutch counterparts, Post
passed reftel invitation message on the fifth Global
Initiative plenary meeting to Kamran Akhtar, Disarmament
Director in Pakistan's Ministry of Foreign Affairs, on
December 22.


2. (C) Akhtar thanked the group for the invitation and the
Netherlands for hosting the meeting. He stated that Pakistan
has benefited from its participation in previous Global
Initiative meetings. Specifically, he reported, the Pakistan
Nuclear Regulatory Authority has learned a great deal from
Global Initiative discussions on best practices on regulatory
issues; likewise Pakistan's Strategic Plans Division, which
has responsibility for nuclear security.


3. (C) Akhtar also explained that Pakistan has decided to
ratify the International Convention for the Suppression of
Acts of Nuclear Terrorism. Currently the decision is with
the Cabinet for final approval, he noted, but the
ratification should take place in the first half of 2009. He
further explained that the GOP will use the ratification to
spur Parliament to pass comprehensive legislation on nuclear
terrorism. Draft legislation is currently with the Ministry
of Law for review, he said.


4. (U) To help choose the proper mix of technical and
political officials to attend the Plenary, Akhtar requested
additional information on the program of work and subjects to
be discussed. The Netherlands Embassy representative
promised to query The Hague for clarification, but Post would
be pleased to pass any additional information or suggestions
from Washington.
