E.O. 12958: DECL: 09/12/2018
TAGS: PGOV PHUM PK PREL SOCI
SUBJECT: PAKISTAN RESPONSE TO UNGA HUMAN RIGHT PRIORITIES:
NO COUNTRY-SPECIFIC RESOLUTIONS
REF: SECSTATE 93981
Classified By: Anne W. Patterson for reasons 1.4 (b),(d).
(C) On September 11, Poloff delivered reftel points to Zahid
Ahmed Khan Jatoi, Assistant Director - Human Rights at the
United Nations Division of the MFA. Jatoi noted that
Pakistan generally does not support any country-specific
resolutions, such as the proposed resolutions on Iran, Burma,
and the DPRK and the notional ideas to form resolutions for
Zimbabwe and the Sudan as discussed by Poloff. However, he
would provide this information to his superiors for
consideration. In discussing the thematic human rights
issues, including the freedoms of expression and religion,
Jatoi explained that Pakistan completely supports these
freedoms; however, these freedoms require a level of
responsibility and accountability, citing the Danish cartoon
incident as an example of an irresponsible use that must be
prevented in the future. He also noted that Pakistan upholds
the current stances by the Organization of the Islamic
Conference on these issues and would not deviate from their
related mandates. Finally, as for the UN Declaration on
Prisoners of Conscience, Jatoi said that he was not familiar
with this declaration but would give the matter consideration
after diligent research into the matter.
