(S) PolOff delivered July 24 reftel demarche points to
Pakistan MFA Director for Disarmament Mohammad Kamran Akhtar.
Prior to the meeting, Akhtar had double-checked with
Pakistan's Vienna mission. He relayed that the MESA Group
had met last year and reached consensus to support Syria's
bid to join the International Atomic Energy Agency's (IAEA)
Board of Governors. He doubted any country in the Group
would support a bid by Kazakhstan at this relative late date.
Pakistan, as well as the other countries, Akhtar wagered,
would be concerned about reciprocal support for its own seats
on international bodies if it upset precedence by not
supporting the Group's consensus candidate.
