REPRESENTATIVE
1. (U) This is an action request - see Para 4.
2. (U) Following 9/11, military assistance to Pakistan
increased so sharply that the U.S. security assistance
program here is now the third largest in the world. Since
2002, DoD has provided just under $7 billion in funding to
Pakistan, primarily through Coalition Support Funds. Despite
this, the number of permanent staff assigned to the Office of
the Defense Representative, Pakistan (ODRP) has remained
unchanged. In recent years, DoD has addressed the increase
in ODRP's personnel needs by supplementing permanent staff
with TDYers.
3. (U) Post requests ODRP staffing be normalized to reflect
the ongoing security relationship with Pakistan - one that is
likely to grow over coming years. This adjustment is not
only practical - providing much-needed institutional
knowledge and continuity to ODRP - but will also serve a U.S.
policy goal by sending a clear message to Pakistan that our
commitment to the security relationship is serious and
long-term.
4. (SBU) We therefore request that CENTCOM establish 23 new
billets in ODRP - 11 as new positions and 12 as conversions
from TDY to permanent. We understand that some of these
changes are in process and request status of billet changes.
