2. (U) Government of Finland (GoF) briefed on September 11
that President Halonen's program will include development
issues, Millenium Development Goals (including side events),
chairmanship of a panel on environmental sustainability,
attending a high level meeting on Africa and bilaterals with
other heads of state. GoF also briefed that Foreign Minister
Stubb will attend a number of bilaterals and will focus his
efforts in his capacity as OSCE Chairman-in-Office addressing
the Security Council in that role.
