SUBJECT: VIETNAM: DEMARCHE URGING RECOGNITION OF KOSOVO DELIVERED

(SBU) On July 3, poloff delivered reftel points urging recognition
of Kosovo's independence to MFA Europe Department, Central and
Eastern Europe Division Chief Ta Minh. Minh said he would take note
of U.S. views on Kosovo's independence and report them to the MFA's
leadership. He mentioned that both the GVN's UN Permanent
Representative and MFA spokesman had recently stated the GVN
position on Kosovo "in favor of dialogue between the concerned
parties, with the support of the international community." Minh
also said UNSCR 1244 was "in line with the principle of respect for
national sovereignty" as embodied in international law and the UN
Charter. Minh added that the GVN highly values the UN's role in
dispute resolution "with its aim of reaching solutions that benefit
all parties."
