(SBU) On June 12, poloff discussed reftel points about the
Convention on Supplementary Compensation for Nuclear Damage (CSC)
with MFA International Law and Treaties Department specialist Le
Viet Phuong. Phuong said the GVN is currently considering many
agreements in the field of nuclear energy given the high priority of
nuclear power in GVN energy policy. She mentioned that the GVN has
a nuclear energy "action plan," which includes a project to consider
IAEA conventions. While the Ministry of Foreign Affairs is involved
in this project, Phuong said the Ministry of Science and Technology
will probably take the GVN lead in this effort. She also noted that
the Ministry of Justice would have a key role in drafting necessary
legislation that would create conditions for compliance with the
CSC. This would happen prior to the GVN's ratifying the agreement.
Phuong said she would forward the non-paper to appropriate officials
at MOST and MOJ. Post will also deliver the non-paper to its
contacts at MOST directly.
