1. Poloff delivered reftel demarche and non-paper on the
Universal Postal Union (UPU) to Luis Carranza, Director for
Multilateral Policy at the Ministry of Foreign Affairs (MFA);
Joaquin Flores Espana, Director General of Postal Services at
the Ministry of Communications; and Ingrid Barillas, Head of
the WTO Department at the Ministry of Economy. Post also
delivered a diplomatic note to the MFA seeking support for
the U.S. candidates for the Postal Operations Council (POC)
and the Council of Administration (CA) per reftel.


2. Carranza stated that the GOG had not made a decision
regarding support for the POC and CA candidates, and Barillas
had no immediate comment. Flores, who will represent
Guatemala at the upcoming UPU Congress in Geneva, said that
he will discuss the demarche with the Minister of
Communications. Post will report any substantive comments
