1. (SBU) On May 27, Poloff delivered reftel demarche and
non-paper to Leila Villatoro, Deputy Director of Multilateral
Policy at the Ministry of Foreign Affairs. Villatoro thanked
Poloff for the non-paper and promised to study the material
and consult with other members of the Foreign Affairs
Ministry. On June 22, Villatoro stated that Guatemala
supported the Convention "in principle," adding that the
Convention was being studied by the Foreign Affairs
Ministry's lawyers to see if it conflicted with any internal
Guatemalan laws. Villatoro opined that if the lawyers
determined that the initiative did not conflict with local
laws, Guatemala could ratify the Convention. She provided no
estimate as to how long the legal review might take. Poloff
will continue to raise the issue in future meetings.
