2. (S) The text at Paragraph 3 below is the official
translation of a Russian paper containing an additional
question on the Trident II flight tests that were conducted
on November 4, 2004, and May 9, 2006. The paper was provided
in Moscow and emailed to Washington.

Telemetric Information for the Trident II SLBM
Flight Tests on November 4, 2004, and May 9, 2006
The Russian side has reviewed the U.S. answers
contained in the paper of December 3, 2007.
In that paper the U.S. side notes that no encoding
methods were used during those telemetry recordings (sic) for
the launches in question. In addition, QAM-16 Modified is a
modulation method, not a digital encoding method ("The U.S.
side notes that QAM-16 Modified was incorrectly identified
and is (a) modulation method, not a digital encoding method.
No encoding method(s) were used during those portions of the
recorded telemetry").
Does this mean that the QAM-16 Modified modulation
method applies only to the broadcast of information and that
this method is not present in the information on the tapes
provided? Please clarify.
