the START Treaty's Joint Compliance and Inspection Commission
(JCIC),held at the Russian Mission on July 24, 2008.

STATEMENT
by the Head of the Delegation of Ukraine
to the Joint Compliance and Inspection Commission
at the Closing Plenary Meeting of JCIC-XXXII

Esteemed Mr. Chairman,

Esteemed Representatives, Heads and Members of the
Delegations of the Republic of Belarus, the Republic of
Kazakhstan, the Russian Federation, and the United States of
America,

In summing up the results of JCIC-XXXII, the Ukrainian
Delegation notes that it was productive thanks to the active
work during the intersessional period and the Parties'
constructive approach to resolving problematic issues without
prejudice to the START Treaty.

We are pleased to note that this session finally closed
the book on the issue of agreeing on and putting into
practice economically viable procedures for the elimination
of SS-24 ICBM solid rocket motor cases located in Ukraine.

In connection with the adoption of Agreement Number 55
and Joint Statement Number 40 at JCIC-XXXII, Ukraine
undertakes not to transfer eliminated motor cases of SS-24
ICBMs to foreign states, their legal entities or natural
persons, or to international organizations, and not to export
them beyond the national territory.

The S-Series Joint Statement on the changed boundaries
of the Drovyanaya ICBM base for silo launchers of ICBMs was
also initialed, which unquestionably demonstrates the
productive work at this session; the Ukrainian side takes a
positive view of this.

A number of problematic issues on the JCIC agenda were
discussed.

In our view, further discussion of the issue of the
Treaty's fate after December 2009 merits attention.

In conclusion, we would like to emphasize once again
that, as in the past, the Ukrainian side believes the
Commission's productivity will continue to depend on the
ability of the JCIC to focus its efforts on resolving
priority problems in the context of achieving the objectives
of the Treaty obligations and on the willingness of the
Treaty Parties to seek compromises without prejudice to the
Treaty.

The Ukrainian Delegation expresses its appreciation to
the lawyers, interpreters, and translators of the Russian and
U.S. Delegations for assisting our delegation and wishes all
the participants in this session health, happiness, and a
safe return home.
