3. (C) The texts contained in paragraphs 4 and 5 below are
the official translations of the Belarusian and Ukrainian
opening statements for JCIC-XXXII. Kazakhstan was not
represented. The U.S. and Russian Representatives did not
make opening statements, opting instead to begin the
substantive work of the Commission. All Parties noted the
absence of Kazakhstan, indicating that NRRC Notifications
proposing the meeting of the JCIC had been sent to
Kazakhstan. The United States sent a follow-up request (Ref
A) to Kazakhstan, asking that they respond to the request for
a meeting. Ref B provided Kazakhstan's acceptance of the
meeting. In subsequent phone conversations with
representatives at the Kazakhstani Mission in Geneva, we have
been informed that Kazakhstan's designated representative is
having difficulty getting a visa for Switzerland, and that
the individuals in the Kazakhstani Mission are newly-arrived
and not yet accredited in Switzerland. Hence, they will not
be able to participate in JCIC meetings.

by the Delegation of the Republic of Belarus
at the Plenary Meeting
of the Thirty-second Session of the
Joint Compliance and Inspection Commission

Geneva July 17, 2008

Esteemed Mr. Chairman,

Esteemed Representatives, Heads and Members of the

Delegations of the Republic of Kazakhstan, the Russian
Federation, the United States of America, and Ukraine.

The Delegation of the Republic of Belarus greets its
START I Treaty partners as we begin the work of this
Thirty-second Session of the Joint Compliance and Inspection
Commission.

In terms of its spirit and outcome, JCIC-XXXI was quite
constructive and productive. We welcome the JCIC's adoption,
based on the results of JCIC-XXXI, of Joint Statement Number
S-28 on Changes to the Boundary of Kostroma ICBM Base for
Rail-Mobile Launchers of ICBMs. We also express satisfaction
with the agreement on conversion procedures and the manner of
accountability for the one road-mobile test launcher of the
RS-24 ICBM prototype and on verification procedures for the
RS-24 ICBM prototype at the portal of the Votkinsk Machine
Building Plant.

Esteemed Mr. Chairman,


The term of the START I Treaty is coming to an end; the
Treaty is a most important disarmament mechanism that has
contributed to easing international tension and helped to
strengthen trust among nations and increase the overall
security level. The Republic of Belarus is interested in
preserving the verification regime for nuclear arms and is
prepared for substantive discussion of this question as early
as this session of the JCIC.

In considering the issues on the agenda of JCIC-XXXII,
the Delegation of the Republic of Belarus is prepared to work
constructively in order to help reach practical solutions to
these problems.

STATEMENT
by the Deputy Head of the Delegation of Ukraine
to the Joint Compliance and Inspection Commission
at the Plenary Meeting of JCIC-XXXII

(July 17, 2008, Geneva)

Esteemed Mr. Chairman,

Esteemed Representatives, Heads and Members of the
Delegations of the Republic of Belarus, the Republic of
Kazakhstan, the Russian Federation, and the United States of
America.

The Delegation of Ukraine greets it START Treaty
partners as we begin the work of the Thirty-second Session of
the Joint Compliance and Inspection Commission.

At previous sessions the Delegations of the Parties
failed to resolve the concerns over a number of problematic
issues related to practical implementation of the obligations
assumed under the Treaty. Therefore, at this session of the
Commission we will have to consider a number of priority
issues concerning the results of inspections, terms for
counting SOAs, and procedures for their elimination and
conversion.

For the Ukrainian side, agreeing upon and putting into
practice economically viable procedures for eliminating the
rocket motor cases of SS-24 ICBMs during the second phase of
their elimination, after the solid fuel has been removed,
remains one of the important issues. The relevant draft
Joint Statement on the Elimination Procedures for Rocket
Motor Cases of SS-24 ICBMs located in Ukraine was sent to the
Treaty Parties through diplomatic channels during the
intersessional period. We are counting on the readiness of
the Parties' Delegations to finally complete the discussion
of this issue at this session.

During the intersessional period the Ukrainian side's
efforts were directed at preparing to carry out work under
the second phase of the elimination of SS-24 ICBMs in
accordance with JCIC Joint Statement No. 34. The
establishment of the Rocket Fuel Elimination Facility at the


Pavlograd Chemical Plant is still not being funded by the
U.S. and Ukraine is, therefore, independently endeavoring to
dispose of the 5000 tons of rocket fuel not removed from the
rocket motor cases located within the Pavlograd facilities.

To date, fuel has been successfully removed from three
SS-24 ICBM staes - a third stage and two second stages -
usingthe water washout method. The results of these
oerations once again confirm that the method selectd for
disposition of solid rocket fuel is correc. Work is
underway on construction of an industial facility - rather
than an experimental one, s it was previously - for removal
of solid fuel a the Pavlograd Chemical Plant.

In conclusion, we reaffirm that the Delegation of
Ukraine is prepared to discuss all the items on the agenda of
this session and expresses the hope that in the course of our
work the necessary solutions will be found so as to resolve
at least some of the accumulated problems concerning further
implementation of the Treaty, as well as its fate after 2009.

We will address the individual issues on the agenda in
greater detail as they are discussed during the session. If
final agreements are reached on items on this session's
agenda, the Delegation of Ukraine will be prepared to sign
the documents that we hope will be agreed upon at this
session.
