1. (C) Per reftel, PolOff delivered a demarche on Kosovo to
Khusrav Noziri, the Head of American and European Affairs at
the Tajik Ministry of Foreign Affairs. Noziri gave his
standard response ) he will pass the information we provided
to his superiors.
2. (C) PolOff prompted Noziri by observing that Tajikistan is
in a difficult position; the Tajiks would like to support
Kosovo, but they must be cautious about angering Russia.
Noziri agreed with that observation, adding that many other
countries are in a similar situation. He said "I think we
must wait" before Tajikistan takes a position on Kosovo.
3. (C) Based on Noziri's comments, we do not anticipate an
answer to this demarche any time in the near future.
