1. (C) POLOFF delivered reftel demarche on March 6, 2008 to
Pat Kelly, Acting Director, Africa Division, Department of
Foreign Affairs. Kelly stated that Ireland was thoroughly
appalled by piracy in Somalia (and elsewhere),and would
strongly support a UNSC resolution to address the problem.
Kelly noted that while Ireland did not have naval assets to
contribute to combat piracy in Somalia, it would be willing
to consider coordinated humanitarian and development
assistance to the Somali people that would help thwart such
activities.
