1. (C) MFA Director of American and European Affairs
Ambassador Adel Al-Khal told DCM August 24 that "so far"
Qatar is planning to abide by the March 2008 Arab League
ministerial resolution supporting Syria's candidacy for the
IAEA Board of Governors. He acknowledged, however, that the
situation has changed since then and promised to pass the USG
request on support for Afghanistan to Foreign Minister Hamad
Bin Jassim Al Thani who will ultimately make the decision.
Al-Khal noted he had received a similar request from the
British but he believed Qatar was likely to follow the Arab
position.
2. (C) COMMENT: Qatar is unlikely to break ranks with the
Arab League to support Afghanistan, or invite discord into
its bilateral relationship with Syria by publicly supporting
another candidate. However, should the Arab position change,
Qatar might feel more freedom of maneuver.
