1. (SBU) Following arrival in-country of TDY RSO on November 4,
Embassy Dili's Emergency Action Committee (EAC) convened to
review security arrangements for our November 5 election day
event (ref A). Participants included DCM, RSO, Acting USAID
Director, MGT Officer,and POL officer.
2. (U) Embassy will host a viewing of the election returns at
the CMR from 09:00 - 14:30 local time (GMT+9). Invitations were
extended to Government of Timor-Leste (GOTL) officials,
Parliamentarians, NGO and civil society leaders, and the Amcit
community. Post estimates a turnout of 150 - 250 over the
course of the day. We do not expect that most guests will stay
for the duration of the event, which includes a morning coffee
service and a luncheon buffet.
3. (C) We have no reports from local or national sources
regarding specific threats to U.S. interests. We have been
assured of additional police presence from the National Police
(PNTL) Dili command, which will station two squad cars at the
entrance to the chancery. Our 74-man local guard force will be
fully deployed and will screen all vistors. In response to
possible any actions that might be taken in response to the
imminent execution in Indonesia of the Bali bombers (ref B),we
have accepted an offer extended to us by the UN Police Mission
(UNPOL) for extra surveillance by roving patrols. The
Australian Embassy has also accepted such an offer.
