1. CYCLONE NARGIS RESPONSE: Per reftels, DCM met May 9 with
Timor-Leste Ministry of Foreign Affairs Secretary General Vicky
Tchong and Acting Director for Bilateral Affairs Magdalena Alves
to discuss Burma. On Cyclone Nargis, we outlined our efforts to
provide humanitarian relief and urged that Timor-Leste, together
with its Asian neighbors, press the Burmese regime to facilitate
issuance of visas to international relief workers and not to
hinder aid efforts. Ms. Tchong said that she understood that
ASEAN countries were working to coordinate relief efforts, and
suggested that the U.S. might engage the ASEAN Secretariat as a
channel for its relief efforts. (Note: Timor-Leste is seeking
to join ASEAN but is not yet a member.) Ms. Tchong said that
Roberto Soares, DCM at Timor-Leste's Embassy in Jakarta, was
currently attending the ASEAN Regional Forum meeting in
Singapore, and said she would contact him and urge him to
support an ARF statement on the subject. Ms. Tchong indicated
that Timor-Leste does not have the resources to extend aid to
Burma at this time.
2. REFERENDUM: Per ref B, DCM shared our critique of Burma's
May 10 constitutional referendum. Recalling Timor-Leste
President Jose Ramos-Horta's past criticism of the Burmese
regime, we urged the GOTL to make a statement condemning the
referendum. Ms. Tchong thanked us for our presentation and
agreed to raise the matter with Foreign Minister Zacarias Da
Costa, who would make a decision.
