1. (U) Below is the text of a letter of congratulations to
President-elect Obama from Hussain Muhammad Ershad, Jatiya
Party, former President of Bangladesh. We will forward the
original to SCA/PB.

2. (U) Begin text:

His Excellency
Mr. Barack Obama
President-Elect of the United States of America
The White House
Washington, DC
U.S.A.

Excellency,

I warmly congratulate you on your overwhelming victory as the
44th President of the United States of America. It is for the
first time in American history that an African-American will
adorn the White House. In 221 years of your country there
have been 56 US Presidential elections and yours is one of
the special significance in that Martin Luther King's
declaration, "I have a dream...." has perhaps come true.
Where in America color, creed, sex and every child will have
equal rights in word and spirit. Your victory is being
celebrated all over the world especially in Africa and Asia.

Under your able and dynamic leadership I wish that you go
down in American history as one of the most successful
presidents and bring peace, progress and prosperity to your
country and the world at large.

With warmest personal regards,
Very sincerely yours,
/signed/
Hussain Muhammad Ershad
