recognition to MFA Foreign Service Officer Noel Kaganda on
December 15. Kaganda said Tanzania was waiting on the ICJ
opinion. He said that while Tanzania understands the drive
for a people to be independent, countries should be cautious
in recognizing any group's self-declared independence. It
was his view that a positive ruling from the ICJ would add
firmer ground for Tanzania to recognize Kosovo.
