SUBJECT: EMBASSY SUPPORT FOR AFRICOM FY09 1206 TRAIN AND
EQUIP PROGRAM PROPOSALS


1. Embassy has reviewed and supports two AFRICOM proposals
requesting FY09 1206 funds to conduct train and equip
programs in Tanzania, in support of larger proposed Eastern
Africa efforts to counter terrorism. The first proposal
consists of training junior/mid level military officers in
basic intelligence over a twelve week period, which will
build capacity within the military and develop relationships
and build trust among regional members in support of
counter-terrorist efforts. The second proposal will provide
equipment, spare parts, and tailored training to improve
Government of Tanzania control in maritime areas. These
proposals have been sent by email to AF/E.


2. Tanzania's cooperation in counter-terrorism continues to
go beyond statements of support. When necessary and
requested, the GOT has taken tangible action. Tanzania has
demonstrated the willingness to act against terrorist
organizations of interest to the U.S. However, the
government's capacity for action is limited. The capabilities
provided by these proposals will enhance Tanzanian
contributions to U.S. counter-terrorism efforts and will
build GOT capacity for peace and security.


3. Military Intelligence Training. At present, Tanzania
lacks the organic capability to identify, locate and defeat
possible terrorist elements operating within its borders. The
establishment of a viable CT capability with associated
supporting elements, as described with this proposal, will
allow the GOT to better detect, identify, locate and detain
terrorist elements operating within its borders.
Additionally, these capabilities will improve the GOT's
capacity to interdict possible gray market arms and illegal
drug shipments. Moreover, the increased training and
capabilities provided would support our objectives to
professionalize the armed forces and reduce corruption
throughout the region.


4. Patrol Craft. Tanzania also presently lacks the organic
capability to control its borders in both the land and
maritime domains. Building GOT capacity to control its
territorial waters will contribute to improved coastal
patrols and better interdiction of vessels involved in
piracy, smuggling, the narcotics trade, human trafficking,
and illegal fishing - activities which can fund and/or
support terrorist activity inside and outside Tanzania.
