SUBJECT: CONAKRY 1500 EAC MEETING - DECEMBER 23, 2008


1. (U) Charge Raspolic convened a second Emergency Action Committee
(EAC) on December 23, 2008 at 1500 for an update on the current
security situation in Guinea. EAC members present included CDA, DCM,
RSO, CONS, DAO, IMO, MGT, PAO, POL/ECON, and RAO.


2. (U) The EAC again reviewed post's security posture and
determined:


A. Gbessia Airport is still operating on a regular schedule.

B. Air France flights are still operating.

C. Embassy is still open to essential American Staff.

D. All non-essential LES staff will be advised to not report to work
on December 24, 2008.

E. Local Guard Force, residential and facilities are fully staffed.

F. Key traffic routes within the city are still open, although
Castro Bridge and KM36 city limits are closed.


3. (U) The EAC decided to:


A. Maintain increased security patrols around residences, Mission
facilities and vehicle routes used by Mission staff.

B. Issue an updated Warden Message.

C. Post will communicate via Handheld Radio and mobile telephones
updates as needed.

E. Peace Corps staff and volunteers are still advised to
"stand-fast" in their respective locations.


4. (U) Post will continue to monitor the situation and convene
another EAC on December 24th at 0830. No direct threat to American
or Foreign citizens has occurred, and post does not believe
voluntary or authorized departure warrants consideration at this
point.
