SUBJECT: CONAKRY EAC MEETING - NOVEMBER 10, 2008

1. (U) Charge Raspolic convened an Emergency Action Committee (EAC)
on November 10, 2008 at 1500. EAC members present included CDA,
DCM, RSO, CONS, CLO, DAO, MGT, PAO, POL/ECON, RAO, and USAID.


2. (U) The EAC reviewed the current security situation in Guinea
due to renewed civil disturbances in Conakry (see reftel). Three
key disturbances led to the closure of roads leading to downtown
Conakry and the airport in the morning hours. As of 1300, no
demonstrations were reported, all roads are passable, and Conakry
has remained calm. Taxi and bus traffic appear to be operating at
pre-demonstration levels and local shops and fuel stations are open
for business.


3. (U) The EAC reviewed post's security posture. Post will
continue to:


A. Allow official travel with prior RSO Office concurrence.

B. Recommend that all employee travel during nighttime hours is
conducted with prior RSO concurrence.

C. Provide RSO and/or security escort as required and/or
requested.

D. Maintain increased security patrols around residences, Mission
facilities and vehicle routes used by Mission staff.

E. Post will communicate via Handheld Radio and mobile telephones
scheduled updates to the American Community during the November 11,
2008 holiday.


4. (U) Post will review the security situation in anticipation of
the Marine Corps Birthday Ball on November 12, 2008.


5. (U) Post will continue to monitor the situation and convene an
EAC as needed. No direct threat to American or Foreign citizens has
occurred.
