1. (U) Charge Raspolic convened an Emergency Action Committee (EAC)
on November 4, 2008 at 0830. Core EAC members present included CDA,
DCM, RSO, CONS, CLO, MGT, MSG, PAO, POL/ECON, RAO, Peace Corps and
USAID.


2. (U) The EAC reviewed the current security situation in Guinea
due to civil disturbances in Conakry (see reftels). These
disturbances continue to target key traffic routes within the
capital city. These routes are often closed by demonstrators using
impromptu barricades of tires. Demonstrators are throwing stones
and other objects at passing vehicles, including Embassy vehicles.
GoG Police and Gendarmes have responded to the protests by
discharging small arms into the air and releasing tear gas in an
attempt to disperse the crowds.


3. (U) The EAC reviewed post's security posture and reaffirmed the
Warden message issued on November 3, 2008 urging American citizens
to, among other things, exercise caution and avoid traveling in
Conakry.


4. (U) The EAC further determined to maintain the travel limitation
on all U.S. Mission personnel within Conakry. The EAC will maintain
post's liberal leave policy for FSN staff put in place on November
3, 2008.


5. (U) The EAC decided to cancel the Election Night Event
originally scheduled to occur on November 4, 2008.


5. (U) Post will continue to monitor the situation and convene an
EAC as needed. No direct threat to American citizens has occurred.
