1. Charge Raspolic convened an Emergency Action Committee (EAC)
on November 3, 2008 at 1530. Core EAC members present included CDA,
DCM, RSO, CONS, CLO, MGT, MSG, PAO, POL/ECON, and RAO.


2. The EAC reviewed the current security situation in Guinea
due to civil disturbances in Conakry. These disturbances continue
to target key traffic routes within the capital city. These routes
are often closed by demonstrators using impromptu barricades of
tires. Demonstrators are throwing stones and other objects at
passing vehicles, including Embassy vehicles. GoG Police and
Gendarmes have responded to the protests by discharging small arms
into the air and releasing tear gas in an attempt to disperse the
crowds.


3. The EAC reviewed post's security posture and reaffirmed the
Warden message issued earlier today urging American citizens to,
among other things, exercise caution and avoid traveling in Conakry.


4. The EAC further determined to maintain the travel limitation
on all U.S. Mission personnel within Conakry. The EAC has adopted a
liberal leave policy for FSN staff on November 4, 2008 affording
them the opportunity to travel to and from the Embassy if it is safe
to do so.


5. Post will continue to monitor the situation. Post will
convene another EAC at 0830 on November 4, 2008 to discuss the
security posture and the Election Night events. No direct threat to
American citizens has occurred.
