1. Pursuant to REFTEL Embassy Conakry Embassy Conakry nominates the
following Foreign Service National (FSN) for the Spring 2008 FSN
Economic Training class to be held April 7- 18, 2008 at the George

P. Shultz National Foreign Affairs Training Center in Arlington,
Virginia.

3. Current responsibilities:

-- Develop and draw upon regular contacts with senior government
officials in all ministries related to economic affairs, the Central
Bank and Commercial banks and Insurance Companies as well as the IMF
and World Bank offices to acquire, compile and verify information
not publicly available, related to the economic climate.

-- Draft reports and analysis on economic, commercial and political
development of the macro-economic context, the mining, energy,
water, agriculture and tourism sectors.
The Import and Export policies and statistics as well as biographic
data on significant economic, commercial and political
personalities.

-- Draft correspondences; translate documents, letters, and other
information for administrative use.

-- Provide oral written and/or electronic briefings and in-depth
reports for the mission officers and official visitors. Review local
print and broadcast media in order to analyze and explain policies
and current events related to economic issues.

-- Employ linguistic, personal and organizational skills to assist
USG visitors, missions, US business interests by serving as
logistical assistant, escort, interpreter and cultural guide during
their sojourns.

-- Act as back-up Commercial FSN as required.


4. Description of how course would enhance nominee's productivity
at post:

Mr. Bah is the newest member of the economic team here at Post.
Already a valuable contributing employee, specific training in
economic principles, methods of collection, and what Washington
wants is essential for his continued professional growth.

Corruption and Governance


6. Comments on list of skills and topics
-- The economic data analysis suggestion would specifically address
a major component of Mr. Bah's job responsibilities. Currently, Mr.
Bah collects and provides limited analysis of economic data from the
'street.' His work has proven to be a valuable addition to the
economic analysis provided by Post.
-- The AGOA suggestion is made as Embassy Conakry has partnered with
the local AGOA Network to expand the network throughout the country.
As such, familiarity with the AGOA framework is essential for
effective follow-up.
-- Corruption and governance are focus areas for the embassy.
Guinea is one of the most corrupt countries in the world, and
therefore, training in the effects and connections between
corruption and governance would be invaluable to Mr. Bah.
