SUBJECT: GUINEA: GLOBAL MARITIME PARTNERSHIP STATUS

1. (U) Reftel requests that post solicit host country support for
the Global Maritime Partnership (GMP). Guinea is fully engaged in
the partnership and Embassy's Defense Attache Office is coordinating
implementation of the GMP with the Guinean Government. Post will
continue to work with the Government of Guinea on implementing GMP
programs.
2. (U) As part of the Global Maritime Partnership, Guinea has
recently completed installation of the Maritime Security and Safety
Information System (MSSIS) for the Navy and Air Force. The Guinean
Government is responsible for monitoring this system, which tracks
ships coming into their waters and links into other West African
systems. Guinea has upgraded sensor and x-ray systems that are used
to inspect cargo at the ports. The Guinean Government has agreed to
host an African Partnership Station (APS) ship visit and will allow
U.S. to operate P3 Orion Aircraft at post's request.
